  • Oversee key infrastructure projects enhancing quality of life and accessibility.

  • Foster a collaborative, people-centred culture in alignment with Council values.

The Opportunity

Kyogle Council, located in the breathtaking Northern Rivers region of New South Wales, is seeking a visionary, community-focused General Manager to lead its strategic direction and operational success. Under the guidance of Mayor Cr Danielle Mulholland, this role provides an exceptional platform for an experienced leader to drive meaningful community engagement, oversee transformative infrastructure projects and nurture a strong culture aligned with Kyogle’s values. This is an ideal role for a leader who is committed to long-term growth and sustainability, with a deep appreciation for the unique needs of regional communities.

About the Role

Reporting to: Mayor and Councillors

In this vital role, the General Manager will:

  • Lead Kyogle Council’s Strategic Vision: Develop and implement strategies that align Council’s operations with community needs and priorities, fostering an environment of innovation and collaboration.

  • Oversee High-Impact Projects: Drive critical infrastructure initiatives, such as the village water and sewerage upgrades, which will greatly enhance quality of life, accessibility and growth in the region.

  • Build Community and Stakeholder Relationships: Actively engage with community members, elected officials and regional partners to strengthen trust, open dialogue and ensure that Council’s work is reflective of community expectations.

  • Ensure Financial and Operational Integrity: Provide sound fiscal management to sustain Kyogle’s growth, exploring innovative funding avenues and maintaining transparency in resource allocation.

  • Drive Organisational Culture and Workforce Development: Lead a dedicated team of approximately 130 staff, fostering a collaborative and respectful workplace culture that promotes service excellence and reflects Council’s community-focused values.

Key Responsibilities

  • Strategic and Community-Centric Leadership: Shape and drive Council’s objectives, with a focus on a transparent, future-oriented approach that resonates with the community.

  • Infrastructure and Project Oversight: Lead impactful projects that address critical infrastructure needs, including roads, bridges and mobility initiatives for Kyogle’s aging population, ensuring each project enhances accessibility and safety.

  • Stakeholder Engagement and Advocacy: Work alongside the Mayor to build strong relationships across government levels, capitalising on Kyogle’s connections to secure grants, advocate for regional development and amplify Kyogle’s priorities.

  • Workforce Empowerment and Development: Champion a workplace culture based on respect, collaboration and active listening, enabling the team to achieve Council’s strategic vision effectively and collectively.

Ideal Candidate Profile

  • Experience: Senior executive or local government experience, particularly in roles requiring strategic oversight, financial stewardship and infrastructure management.

  • Skills: Proficiency in strategic planning, community engagement and managing complex projects with a focus on sustainable outcomes.

  • Personal Attributes: A collaborative and people-focused leader who excels in communication, relationship-building and fostering trust within a team and the broader community.
