Job Description
Cook Shire Council is seeking a Director Organisational Business Services to lead and develop its diverse team of HR, Safety, Procurement, IT, Finance, Governance & Risk, Native Title, Tenure & Property Management specialists. A motivated and capable, strategic leader you will be an excellent communicator and a proactive and responsive manager.
To be successful in this role you will possess the academic and practical knowledge of current and emerging best practice in local government and will drive the organisation toward innovation. Council's priorities are service delivery and sound governance and you will be a key advocate for partnering with the community, building trust, engagement and relationships with the Cape York communities and strengthening Council's position as the regional leader.
You will assume accountability for Council's financial performance, compliance, governance and risk management. Your knowledge and experience around finance and corporate services, providing local government services in regional communities, implementation of governance structures, MOUs and land tenure matters will be essential for success.
Experience in the development of sound financial management practices and the ability to facilitate sustainable organisational outcomes is critical for this role.

Duties

Focus on systems, sustainability and corporate governance.

Manage the Council's Business Services, including accounting, governance, property services, native title, Workplace Health and Safety, Customer Service/Frontline services management and Human Resources.

Maintain a roving view of national and global trends and bring continuous improvement and best practice to the council.

Build strong, productive working relationships throughout the region, including with neighbouring councils and communities in the Cape and work closely with the Weipa Town Authority in its local government normalisation project.

Land tenure matters and 3rd party use of council-owned assets are enduring challenges at Cook Shire. Property management knowledge and policy development experience in these areas is essential.
Qualifications and experience

Significant experience in a similar role in a local government.

A Bachelor's degree in finance, business, economics or similar.

Postgraduate qualifications highly regarded.

Experience of working successfully in remote and Indigenous communities.

Strong leadership and team culture development experience.
About the Council
Council has an annual budget of $20,000,000 of which approximately $3,000,000 is General Rates Revenue and employs approximately 140 staff. Substantial additional external funding is received for capital works and other major projects.
