Coordinator Human Resources Workforce Management - Whitsunday Regional Council - Proserpine & Bowen
Lead a high-performing HR operations and business partnering function.
Drive workforce governance, planning and organisational development.
Senior IR/ER authority within a diverse and complex local government environment.
Whitsunday Regional Council is seeking a highly skilled Human Resources leader with strong operational capability and deep industrial relations expertise to step into the role of Coordinator Human Resources Workforce Management.
Reporting to the Manager People & Culture, this senior position leads Council’s People & Culture Business Partnering function and plays an integral role in delivering high-quality, compliant and contemporary workforce services across the organisation.
You will provide authoritative advice on complex industrial relations matters while also driving workforce planning, overseeing recruitment operations and ensuring workforce data accuracy and governance.
This is a strategic and operational leadership role, not a transactional HR position.
Key Responsibilities
Lead, coach and support the People & Culture Business Partners to deliver consistent, high-quality advice and services across Council.
Provide expert interpretation and application of Queensland industrial legislation, awards and Council’s Certified Agreement.
Oversee complex grievance, disciplinary and investigation matters and act as the senior escalation point for IR/ER issues.
Drive workforce planning, capability development and organisational design initiatives aligned to Council’s Strategic Workforce Plan.
Maintain oversight of workforce data, organisational structures, the Occupancy List and organisational charts.
Oversee end-to-end recruitment operations and ensure alignment with workforce needs.
Prepare and present workforce reporting, trends and metrics to inform executive decision-making.
Engage with unions and represent Council in conciliation and industrial proceedings.
About You
You are an experienced HR leader with strong operational acumen and deep industrial relations expertise, ideally gained within local or state government. You bring sound judgement, exceptional communication skills and the confidence to influence senior leaders. You thrive in complex environments and are skilled at mentoring others, managing competing priorities and delivering practical, defensible outcomes.
A tertiary qualification in Human Resources, Industrial Relations or a related field is required.
Location
The role is based in Proserpine, with potential travel to Bowen one to two times per week (or as required).
