Leading Roles was formed in 2012 to offer a range of services that focus on the recruitment, retention, engagement and performance of local government employees.
Our core business is in executive and senior management recruitment projects. We undertake assignments for hard-to-fill and specialist technical roles, and provide specialist contractors for short to medium term appointments. Leading Roles also offers executive performance review services, providing third-party assistance in executive appraisals and development plans.
Mark has been recruiting for councils for over three years and is a passionate advocate for the local government sector. Mark’s career began in local government, working for the Cairns City Council, Cooloola Shire Council (now Gympie Regional Council) and the Redland City Council.
He has since held senior roles in local government service providers, including SITA, Civica, and the LGAQ’s local government procurement service, Local Buy. This collective experience means that Mark has an extensive network in Australian local government circles and a strong understanding of the roles and responsibilities of local government organisations.
Eleanor is a business leader with more than 15 years broad experience in sustainability, strategic planning, procurement, and client engagement. Eleanor’s diverse experience both professionally and academically provides her with a foundation in leadership and strategy implementation, linking organisational visioning with measurable actions.
Eleanor has worked with the Queensland local government sector through her roles at Local Buy as the Chief Executive Officer and at AECOM as a the Market Leader for Local Government. Eleanor has a strong understanding of operations and challenges faced by local government sector, and long-standing relationships with many Council Chief Executive Officers and their teams.
Gemma has over 15 years experience in the recruitment industry in both the UK and Australia as a senior recruitment practitioner recruiting Executive, Senior Management and specialist sector positions.
She also has extensive experience as a Major Account Manager for a range of clients, including Sky, National Australia Bank, EDS, Scottish Power and JP Morgan. She prides herself on the professional service she provides to both clients and candidates to ensure their needs and expectations are achieved.
Rod Ferguson is a highly experienced local government senior local government professional and he has held Chief Executive Officer positions in Queensland councils for the past 22 years. Rod has successfully led two of the most complex change projects in recent local government history, including his role as Transfer Manager of the Mareeba Shire Council’s de-amalgamation from the Tablelands Regional Council, and his position as the Chief Executive of the amalgamated Southern Downs Regional Council.
Rod’s skills include communications, mediation, organisational development, finance, industrial relations and diplomacy, and he is well regarded for his ability to achieve fair and balanced outcomes for councils.
